Janpath has many bargain shops available but this is specifically at the end of Janpath and has a row of vendors selling ethnic jewellery. These have high rates but you can bargain down to 80% of the price. You will need to be prepared for a lot of bargaining. Moreover the collection is huge. I found these cute jhumkas in silver and copper shade only for INR 50. There is a lot of variety in Kundan as well starting at INR 350 only.
